The ISO/RTO mission is to maintain the reliable operation of the transmission grid while administering commerce in the electric power markets. In effect, RTOs act as a neutral, unbiased conductor of a vast orchestra consisting of complex information systems and of many diverse players. This role requires the precise coordination of complex policies, channeling huge volumes of data, and constantly honing operational procedures. The nation's economy depends on them, and their activities are held under many microscopes.

The data that RTO systems receive, manage, and generate is in fact its lifeblood, and the essence of the markets they operate. Second-by-second, data from the grid triggers operational procedures, and data from the markets triggers commercial settlements worth billions. Their ability to operate effectively demands a tightly knit fabric of systems and people that can turn this data into decisions rapidly and correctly. Their infrastructure must also withstand grueling inquiry, frequent changes in policies, assaults on security, and unplanned events on the grid and in the markets.
